一个内阁、两个部长、两项数据

民主行动党霹雳州宣传秘书黄家和律师于2006年11月15日(星期三)在怡保所发表的声明:

首相署部长阿芬迪与财政部长阿旺阿迪在短短的一周内就土著股权占有率给予两项不同的数据令人震惊,人民有权知道当中的真实数据。

阿旺阿迪在上周二国会回答问题时表示截至去年12月31日,土著在大马股票交易所挂牌公司拥有36.64巴仙股权,但是阿芬迪却发表文告指该项数据是错误的,土著拥有权只有21.8巴仙。

在内阁集体负责的原则下,一个内阁、两个内阁部长在7天内针对同一个课题对外发表两项不同的数据,是十分不寻常的,尤其是阿芬迪的“澄清”文告是在巫青团代表大会前发布。

如果阿芬迪所发布的“新”数据没有政治意图,哪阿旺阿迪的数据纯实就是错误的,而他将有误导国会的嫌疑之外,也暴露出当今的国阵政府如何效率差距和不专业。

贫富鸿沟最大的国家

1970年开始实行的新经济政策原意是要消除贫穷以及重组社会,并不是要制造出土著和非土著的区分,而行动党对于任何不分种族、宗教为有需要人士提供协助的政策并不反对。

但是在新经济政策实行了36年以后,国家究竟有多少人可以像芙蓉商人罗斯兰举办一场350万令吉的婚礼、像阿芬迪本身可以让出2400万令吉资产及100万现款给离婚的妻子?在事实上,我国已经成为东南亚贫富鸿沟最大的国家!

相对起第9大马计划的18.9巴仙,ASLI报告显示土著股权拥有权已经达致45巴仙,而马大法兹拉博士研究则显示土著在1997年已经高达33.7巴仙,已经带来废除新经济政策的讯息。现在政府竟然可以对于土著上市公司股权前后发布两项不同的数据,更是令人震惊。

公布股权计算方式

人民绝对有权力知道政府发布的哪一项数据才能正确反映土著股权,而只有通过公布股权的计算方式、以及数据所依赖的资料源头,政府的数据才能够是可靠、并且令人信服的。如果土著股权已经超过30巴仙,国阵政府没有理由再继续新经济政策,必须加以废除,该以不分种族、宗教的全民平等政策取代。

两个不同事件 同样一个无能

槟城巴生市议会无能 还政于民刻不容缓

槟城市政局主席阿布巴卡不负责任的言论以及重新获得提名的巴生市议员马兹里诺的粗暴行经没有受到对付,再度显示出恢复地方政府选举运动、还政于民已经是刻不容缓的!

阿布巴卡在市政局会议偷拍事件上表示“女记者衣着性感导致事件发生”的言论是十分不负责任和具侮辱性的。作为市政局主席,阿布巴卡不但没有正视员工涉及利用市政局设备偷拍的行经,反而不分青红皂白地指责“女记者衣着性感”,看来他已经失去辨别是非的能力、暴露出其无能的一面。

阿布巴卡应该就他的言论受到谴责,必须为他的言论负责,向受害的女记者公开道歉。同样地,马兹里诺日前对前往其豪宅采访的记者动粗,摔坏价值8000令吉的相机,也必须为他作为市议员的这般粗暴性行经负责。

首相拿督斯里阿都拉巴达威上台时曾经誓言打造透明化、负责任政府行政,也在6个月前曾经警告公共服务中的“小拿破伦”现象。

负责任透明化文化倘然无存

很遗憾的,至今槟城市政局和巴生市议会都没有采取任何行动向广大人民交代,负责任和透明化文化在地方政府官委制度下很明显地已经倘然无存!

自1965年废除的地方政府选举已经使到国家的地方政府弊病丛生,从市长、议会主席、议员的委任如同分政治蛋糕,到服务效率低落导致民生问题丛生,许多政策措施都因没有民意基础造成怨声四起。

两个不同事件 同样一个无能

槟城和巴生市议会处理两个不同事件的同样一种无能,已经再度敲响了官委地方政府水平和素质的警钟,更显示出恢复地方政府选举、还政于民的迫切性和必要性。唯有通过地方政府选举,让地方议员直接向人民负责,接受人民力量的制裁,才能够孕育出高效率、负责任、透明化的地方政府。

Enough is enough, act now!

I found this article on Malaysiakini reflects somewhat the "thought-should-be" of all Malaysians:-

I think it is timely for us, as citizens of Malaysia, and as voters of Malaysia, to state our stand clearly, and to be more responsible in the direction and operation of our country.
Barisan Nasional, led by Umno, has been running this country for 50 years. And if we blame BN for any problem or questionable policy, ie, the NEP, Official Secrets Act, ISA, the deteriorating social order, the raising of petrol prices, hike in cost of living, corruption etc, we are not just stupid ourselves, but we are in fact pushing our responsibility away from us as we have contributed directly or indirectly to above examples.
BN did not come to power from a coup d’etat, not even once. All the general elections were won legally. All our prime ministers came to power legally, and all of them left the office legally. We did not have to push any of our prime ministers out of office. Our police and army are loyal to the government, no matter who is the prime minister. Look at Thailand, and you all know what I mean.
So, again, who is to blame for all the above questionable policies and problems? It’s you, me, us - the voters. The BN government did not stop any Malaysian whether Chinese, Indian, Malay, Kadazan, Dusuns, etc, from becoming voters after they reached 21 years of age. As such, if the government we voted in is corrupt, inefficient, or lousy, who is to blame?
Nothing is ever perfect in this world. But by working together and exercising our voting rights, we can all make a difference. Although each one of us only has one vote, the energy in all the votes added up becomes a nuclear force. All votes count. And all of us are responsible for voting in a new government every five years. If you do not like this government, we can vote together to get a new government.
If you do not like BN, you could vote for other parties. But, please remember, after we vote in the next government in 2008/2009, we must observe their performance for five years and judge whether they should be returned in 2013/2014.
Be responsible and think carefully before you cast your next vote. Each one of us can easily influence five to 10 voters so collaboratively, you can make or break a government.
In a modern and democratic society, the voters are more educated and we should first understand the functions of a government. We vote for a government to lessen our daily burdens, not a government which puts more burdens on our shoulders. We vote for a government to give us an easy life, not for a government which creates bureaucratic rules to make our life miserable.
We vote for a government to take care of our personal security, not a government which tells us to take care of ourselves. We vote for a government to enrich our citizens, not a government which enriches its own family members first. We vote for a government to lead by example, not for a government which practices double standards or has no standards at all. In short, we vote for a government to serve the people, not for one to be served by the people.
ENOUGH IS ENOUGH, Brothers and Sisters, what are you waiting for?

促请市长公开向市民保证确保市政厅全面提升服务效率

经过约半句钟的强风暴雨后,怡保桂和园Jalan Raja Kam后面一棵老树被连根拔起,树干压在住家后面部分,所幸没有伤及屋内居民!


据居民陈先生(78岁)透露,在大雨不到半句中的时间,当时他与妻子二人在家里,突然间听见屋后一声巨响,并发现屋子后面的一棵老树因经不起强风而连根拔起,树干压在他家的后面部分,而另一棵老树则有摇摇欲坠的迹象

陈先生表示,在6年前搬来的时候,曾经自掏腰包聘请工人协助修剪屋后的老树,而近期也多番投诉市政厅要求派人修剪,但是市政厅人员却以大沟渠阻挡不能进入为由没有进行修剪工作。

行动党选区巡视 多地树干断裂

黄家和较后表示,他在暴风雨后联同行动党服务队作选区巡视,并发现许多地区都有树干断裂的情况,包括城市花园的Jalan Dato Haji Megat Khas、怡保花园的Jalan Carlos、崇德华小、体育馆路等,一些更压倒电话线和电线。

他表示,官委制的地方政府造成服务效率偏低,导致许多投诉没有获得处理。他就此促请怡保市长拿督拉菲伊展现其能力,公开向市民保证确保市政厅全面提升服务效率,包括定期派遣人员修剪市内的老树,以避免树干断裂造成财物损失、甚至人命伤亡的不幸事件。
