I would like to express my thanks to all of you who have posted comments on the Telco issue which was posted by me last week.
I think there is a need to have certain clarifications here as the previous post seems to be vague in certain areas.
On Nga Kor Ming being the EXCO in charge of Local Government...
I never said that he is useless (as posted by Anonymous). It is also untrue to say that “If you have a problem within your party sort it out internally and not blame the exco.” I am only looking at the matter and finding ways to solve it. I fully concur with Defender of PKT that “Anak ipoh and anonymous, i totally disagree with your comments. How can you blame the PKT's Perak EXCO on local authority for having taking so many other portfolios.”
I also fully agree wih Frustrated in Canning who posted that “What's wrong with having an EXCO who is willing and had actually sacrified so much his time and effort by assuming so many portfolios. Nobody say is easy but i must say the EXCO on local authority has done a tremendous job taking into consideration that he is also an MP. Just look at the number of portfolios he has to handle... Yet he still have time and brain to settle the telco issue by making the state richer by imposing million ringgit fine. As the old saying goes "one stone kill two birds".”
Just don’t get me wrong, the State EXCO i mentioned in the previous post was not referring to Kor Ming.

On the RM3,000.00 fine imposed, as stated in my previous post, from experience and also my personal view, it is never sufficient. My comrade in Kepayang, YB Loke Chee Yen had once dealt with an illegal Telco in his constituency whereby the Company in charge told him they can easily pay the RM3,000.00 fine as it is a very small amount to them.
For me, the only way to stop their (Telcos) arrogance is to impose daily fine and to take drastic action to pull down the illegal towers if there is non-compliance of the Local Authority Order. We can impose it to the “illegal” restaurant traders and pig farmers, why not on Telcos...
One Stop Centre at MBI...
Anak Ipoh had rightly pointed out the issue of One-Stop-Centre (OSC). Anak Ipoh said:” The simple truth is that erection of telco is under the jurisdiction of local authority. So who sit in the local authority? Apart from the obvious scapegoat viz. dato bandar himself, it is the councillors themselves. So before, we go blaming all the PKT EXCOs to MB, perhaps YB care to share with us who are the councillors who sit in "One Stop Centre"??? I sincerely hope that no one of them is from Canning.”
One of the Councillors sitting in the OSC is Clr. Liu Ten Tui, who is in charge of Kg Simee, Ipoh Gardens and Canning. I have informed Clr. Liu of certain illegal towers in the constituency which can never be approved without the consent of the Residents. The appplications that were eventually declined include the one in Taman Canning and the other in Kg. Simee.
Indeed i am so lucky to have my Councillor sitting in the OSC otherwise the towers in my constituency will be approved easily.
However, as Clr. Liu reverted to me, he was facing pressure even from the officers sitting in the OSC (although that should not be the case). I’d even go as far as saying that he was in effect, receiving hostile questioning on his reasons for turning down the applications since the MCMC had approved it and they are in compliance of the regulations! (seem they may have forgotten the protest by the Residents and treated OSC as a Rubber Stamp which Clr. Liu and myself will never let it be the way)
I don’t believe in apportioning blame on others for what they have or have not done as for those who knows me, it is not my style. In this case, we need the full and unreserved backing of the state govenrment who will be forming the cardinal policies behind certain issue (including this one, Telco.), in order for us, the elected representative and the appointed councillors, to fully deliver what the people want and need.
Flood in Canning etc...
This is another equally important and serious problem in the constituency apart from Telco which the residents are having nightmare just like those sleeping beside the building with a Telco's erected. Clr. Liu and myself are aware of the issues and are constantly looking for solutions over that. We are not technical people but we are lucky enough to have one resident of Ipoh Garden, Mr. Lee helping us.
During rainy days, we have aken surveying filed trips through affected areas, ie along Ipoh Garden East, Ipoh Garden South, Ipoh Garden and Canning Garden and see how the water flows. The water flows from these areas along Sg Senam and towards Fair Park. By doing this we discovered that the culverts at Fair Park’s were too small to accomodate the water volume and you can see the water level from left side of the culvert (at Fair Park-Ipoh GH’s junction) are of the same level with the road surface. There is a need to widen it.
JPS knows about it but claims they do not have enough funds. We found it ridiculous. I have then made a request to Ngeh (who is the EXCO in charge of JPS) and he has in principal agreed that this Project shall be one of the Project to benefit from the Supplementary Bill of RM22.5 million for flood elevation programmes in 2009 which was supposed to be presented in this April Dewan’s sitting but for the unfortunate political events taken place.

ReplyDeleteCanning Mali and Residents of Canning should be more patience of the flooding problem as this issue is totally different from the Telco Tower issue and they should not be so selfish to say that flooding in Canning is more important than having a Telco Tower next to your bed and classify that it is not a big issue as compared to flooding.
We as residents have to be fair to our Adun as certain issues are out of his control and I can see Kah Woh is trying his level best to tackle all issues BUT he need to do it one at a time.

If YB Nga is so capable, why is the telco towers mushrooming under his nose....when he's still in-charged?
By saying that he passed that responsibility does confirmed that his is useless, as he cannot resolved the telco issue and had to be passed on to another able Exco.
This proof my point that you are indicating YB Nga is a useless EXCO and hungry for powers.
irene i fully agree with you. People "should not be selfish to say that flooding in Canning is more important than having a Telco tower next to your bed". For all we know they may even have a CCTV camera installed to spy into our bedroom activities.

However the truth of the matter is that in this IT age, we need this necessary evil. Otherwise we would not be writing and reading on this page over the comfort of a starbuck coffee.
If Telco Towers are further away from the residential area and not on top of shophouses, everything will be fine. It is the company like telco who wants business BUT does not want to build it at a higher cost and stronger equipment that cause all this problems.

I see no difference by him putting blame on others when he now have admitted his councillor liu is part of the one-stop-centre. Question is did his councillor object to the building of the telco towers.

And Irene, telco issues maybe important but the effect is long term whereas compare to frequent floodings, rakyat livelihood is at stake, so act immediately instead of telling Canning Mali and Residents of Canning to be patience.

ReplyDeleteIn any event i hope you are telling the truth as everybody knows that issuance of telco towers license and demolition of illegal telco towers are under the purview of MBI viz the local authority.
So, if you and your councillor liu cannot solved the issue please do not pass the buck and put the blame it on the EXCO, be it sdr Nga or any other EXCO or person for that matter.
The way i look at it, you either don't know how to solve the problem and shift the blame on others OR you are aiming for an EXCO post in local authority in the next PKT government (assuming that PKT win) by telling the public that the past EXCO didn't know how to do his job. So which is which, YB?

ReplyDeleteFirst off, it is proven that Kah Woh has no reservation in shooting the people that deserve the bullet and it has been made extrememly clear that the bullet is not meant for Nga Kor Ming. If it is indeed for Kor Ming, I am certain he has no problem in saying it out loud because buddy, he has the F**KING BALLS to do so. Therefore, if you don't have a strong English command to understand his comments, that's okay, but you cannot be putting words in his mouth just because you chose to decipher his comments according to your own liking!
If you would to know the governmental procedures of tele-communitcation towers, you would know that the Local Government does not get involved until towards the final stages of the applications. All prelimanary approval through MCMC and PINS have nothing to do with the local government. If fact, these bodies are all under the watch of the EXCO who HOLDS THE PORFOLIO FOR TECHNOLOGY & COMMUNICATION. Once approvals are received from these bodies, MBI doesn't have a lot of choice but to approve it. Even when MBI deny the application through OSC, it is just a temporary measure.
With that being said, phone companies are still erecting those towers without obtaining the permit/approval from MBI. They don't really care because they know that they will continue to get support from MCMC and PINS. So, if you are following me so far, you would understand that changes need to be made within the Technology & Communication department regarding telco issues. Even if Local Government is working their butt off in making sure these applications don't go through or stricter punishments are enforced, these arrogant companies would never abide by the rulese as the damage being done by the municipal would not be damaging enough. Furthermore, clr Liu and Kah Woh do utilize MBI as much as possible to do their parts in making sure the objections of the residents regarding the telco are heard. They make sure MBI is there to always enforce the rules that are available to them. Some of them are very willing to do what is best for the residents but many times their hands are tied because Local Government doesn't have the FINAL SAY in the telco issues! It has also been witnessed that clr Liu and Kah Woh were at the sites stopping the constructions.
So think about it...it is very obvious that the bullet is not meant for Nga Kor Ming but instead the EXCO holding the Communication Portfolio. Why don't you go find out who he is and get off Kah Woh's back about Kor Ming. :-) If the Technolgy & Communication department is smarter, they would enforce stricter guidelines that enable MCMC and PINS to have a more challenging time in appoving these applications.

During the Pkt govt, EXCO YB Nga had stated in one of his press releases said that millions of Ringgit fine were collected from these telco Co. To me, it is obvious that EXCO YB Nga or perhaps the Pkt state govt are satisfied with the action taken, i.e. millions of revenue generated especially when there is no funding from Fed govt. Otherwise, he could easily have the Dato Bandar to demolish the illegal towers, right?
So, YB why didn’t you raise your concerns to YB EXCO Nga then that you disagree his action to allow illegal telco towers but collect the fines? Are you now trying to indicate your disatisfaction on how YB EXCO Nga did then was wrong?
YB, please don’t blame others, be it YB EXCO Nga or another EXCO when you have the chance to right what is wrong then. You or your Councillor could have make the stand during the one-stop-centre demanded that all illegal telco towers should be demolished. Why isn’t that being done?
YB, please don’t pretend to be an angel on this issue and put blame on hardworking YB EXCO like YB Nga. My advice to you is please concentrate on how to get more members for DAP and win back the state govt from BEnd.

I am sure YB is willing to assist you in getting into contact with the people at MBI that has the authority to do so. Instead of just being on the sideline, we can always offer our assistance. Sometimes, even if the head of the department is willing to work with YB, that doesn't mean everybody in the team is willing. I am sure that YB is treated like a ball as well, being passed to one deparment to the other like everyone of us when we require assistance from them. Having just the head is useless as you need your limbs and the rest of your body to make something happen.
However, after reading your clarification YB, I just want to say that I think what you are trying to say is that, every single complain that you get is very important to the person who makes it; whether it be a lamp post that is not working, a clogged drain to flash flooding and etc. I think there is no such thing as one complain is more important to the other. However, we must also bear in mind that there is always solution to a problem and unfortunately, some solutions require more time to be born compared to others.
Mostly, thank you for trying your hard to find a solution to our problems. It may be disappointing if some things are not done according to our timetable but at least you started it. Besides, there are a lot of things in life, the things that we want don't happen at the time we ask for. Have faith..change doesn't happen overnight.

The Mayor may be reluctant in pulling down the illegal towers on his own initiative as it is a bread and butter issue. For sure, it will not be the case if there is such a direction from the State Government.

Secondly, PINS Perak Intergrated Netwrok System Sdn Bhd... is a company erecting high towers and they have nothing to do with approvals.. PINS must also seek local authority approval...
PINS has nothing to do with the setting up of gudelines... and rules... Mcmc can do that only...

YB, you have balls to raise this issue. I must admire you. Everyone knows telco towers are govern by local authority. When the heat is too much, you then said is not sdr Nga's fault but some other EXCO. Come on YB, we are not born yesterday. Sdr Nga clearly did said he has taken action on illegal Telco towers. Now you want us to believe it is some other people's responsiblity and failure???
Or perhaps you have now realised your folly and in trying to save your own skin you are now imputing it was other EXCO's responsibility and failure.
For what is worth, wow anonymous assuming you are right (for which i doubt), even if the MCMC and PIN give preliminary approval, the FINAL approval still lies with the local authority. And if local authority did not give approval, why are there so many telco towers still being erected. So clearly your allegations on the other EXCO is baseless and unwarranted. The point is the local authority has the FINAL say and on this point i must say anonymous is absolutely CORRECT.

ReplyDeleteLet me relate my personal experience of complaining to YB regarding a flooding problem in Kg Simee back in Oct 08. i called him personally on the phone to complain about the flooding problem and to my astonishment, his reply to me was that he was busy attending a church function !!! Even though i know he is not able to do much as there are so many complaints left unattended by him but the least he could do is to visit us and lend some symphatetic ears. Until today, i am still waiting for his calls...is that our ADUN ? I hope he still have my handphone number and he is welcomed to visit me anytime at his convenient. Being i busy man as he is, i doubt he has the time and i can't think of better word to describe him other than "b#%%^%Y useless ADUN" of my kawasan. Get your act together my fren, and dont talk so much.
So, Irene please don't ask us to be patient when YB is not even bothered to attend to my problem. Perhaps, you can do me a favour and ask our ADUN to solve my problem first.
This is irene here and I would say YB sort out the flooding in Ipoh Graden East near the highway for us after he became Canning Adun. This flooding start in year 2006when the highways started work near our house.
ReplyDeleteWhy I say (to be patience) was after 308 we took more than 6 months working along with YB to sort out the drianage problem which cause the flood. Water level will not rise and cause flood without having drainage problem.
Being a resident around that area I work along with YB and his political secretaty (more than 6 months) attending meeting together with them and also with various department and iron out all problems. I very sure you guys will say it is not my work BUT the YB and Clr. work. Sometime it not that I am very busy or what. It is the matter of: Are you willing to spend time to meet together and solve it?
As to do you a favour and sort out your problem then you have to conntact him or his service centre at Kg. Simee (my kampong) again and identify youself and relate the whole situation to him one more time if the problem still arise and then I can tell you what to do.

ReplyDeletei think you have missed the point by anon @ 1.25am. The real issue is not whetehr one should be patience or not, as some problem can be solved (be it fast or slow) whilst others can never be solved.
The point in issue is that YB please do not highlight the so call failure of others to solve problem when YB himself not able to.
If irene think every thing can be solved just being "patience", then why didn't irene advised YB to be patience on telco issue,rather than condemning YB Nga outrightly (as he is the local authority EXCO)and later other EXCO without knowing that the MCMC and PINS guidelines are beyong the control of state EXCO.
Irene one must practice what one preaches and i am saddened to note that you did not advise your YB to be patience after all you are his political secretary.

Is that true? Can you please enlighten what/which type of issue of illegal telco had the portfolio overlaps between the Local Government and the other EXCO? To my understanding and I believe it is still the case till now, that the approval to built any structures, be it telco towers or buildings come under MBI and MBI is under the jurisdiction of Local Government.
I agree fully with the comments by Frankie, if the tower is illegal why didn't you or your councillor get MBI to demolish them?
To Anon @ 10.29PM, please don’t mislead people into believing that MCMC is under the purview of EXCO for Technology & Communication. Everyone knows that MCMC is under jurisdiction of the Federal government and they only take instructions from their Minister and not from any opposition state EXCO.
Also, Anon 10.29PM, please don’t be rude to other comments over their English understanding especially when you are trying to spin/mislead readers of wrong facts like above.

Irregardless of the same, you being close and working with YB, his councillor and political secretary, i am sure you can use your massive influence to guide our YB to be patience.
On the second thought, now that YB has admitted that he still unable to solved all issues (eg. flooding problem) i now wonder why YB only choose raised the issue on illegal telco towers and conveniently omitted to touch on issue of flooding.
Perhap YB should admit it too. telco towers and flooding are under purview of local authority. If the EXCO cannot solved the telco issue, the EXCO is only being consistent his act in not able to solve flooding issue too. Just because one EXCO tried to pass the buck, that does not necessarily means he has done a good job.
A good leader is one that is willing to accept challenge and NOT pushing problem away. Is this the true message behind YB's comment on this issue???
Initially when I read wat YB Wong Kah Woh has to write about the Telco issue, I felt he was blaming all his own Pakatan Exco for not doing the job. Then suddenly comes the clarification praising from the exco from Local Govt. right thru to all his councillors. Suddenly everyone is so dynamic. So YB don't blow hot and cold. First you want the public to know how good you are and blame everyone even within your party. Then when people come out in support of the people you condemn you change your tune. Better don't blow your own trumpet like the way howard lee is blowin for you and what he has to write about you is so so exaggerated. MAKE MY HAIR STAND ON ENDS. Maybe he should go work for Najib coz he needs a good campaign manager to boost his popularity.

ReplyDeleteWhy should your ADUN feel upset and frustrated when he himself is totally ignorant of his job despite being a lawyer himself? During the PKT’s time why didn’t your ADUN approach the correct EXCO in-charge to demolish these illegal towers?
Why harp on making rules stricter for telco Cos when the government department in-charge of making such rules is the MCMC and they are under the Federal government which is BEnd? This being a Federal matters, don’t your ADUN think that the EXCO in-charge of Local Government who is also a MP is the best person to either get the MBI to demolish the illegal towers and also to bring the matter to Parliament to have the Minister in-charge of MCMC to correct the wrong in the MCMC.
It’s sad to note your ADUN choose raise this matter now when PKT is no longer the state government.
Why didn't he blame the matter on the EXCO in-charge of Local Government who didn’t take tougher action to demolish these towers but instead collected the fine?
So, what's the motive of your ADUN bringing up this issue now when PKT is no longer the state government?
Irene, you should also advice your ADUN WKW to be PATIENCE instead of just advising Anon @ 1.25AM who have legitimate reason to be upset as your ADUN didn't even have the courtesy to return the call after his church function.

First YB appears to blame the exco for local govt for the telco issue and then clarified it is the exco for telecommunication YB is blaming. Both these excos are from DAP. Your party leaders never taught YB about collective responsibility? Never to attack your own party leaders. You are collectively responsible for each other. No wonder we get froggies like Jamaludin, Osman and Hee Yit Fong. They don't know how to be responsible to their party and betrayed their party. Looking at the way YB is behaving YB will never get an exco post even if pakatan win back the perak govt. Don't you see by being so vocal and praising yourself and Nga Kor Meng you won't be given a exco post. Never know when you will betray them. They will appoint people like Fook Chye who cannot speak and neither can perform. Never mind Nga can hold all the post. Fook Chye is just there to fill the post. One thing is sure, Fook Chye will never betray the party. So if your ambition is to be appointed exco (which I can see is your dream come true). I voted for NKM in Taiping in March 08. Then he became exco for local government. He directed all the Majlis in Taiping to crack down on all the karaoke and pub to make sure they close by 12.00 midnite. This condition is preexisting even when BN was in control of the state but they were not so strict on it. So what happens is, all the Majlis boys are so vigilant and started collecting kopi money from the karaoke and pubs who operated beyond 12.00 midnite. Ended up NKM started and left a legacy of corruption for the Majlis. Smart or not? You decide. As far as I know there are many people out there who regretted voting for the pakatan but there are no alternative. Even the pakatan has failed us. So never mind. Whether BN takes control illegally or not it doesn't matter coz afterall politicians are all the same. BN rule or pakatan rule the problem is the same. Telco or no telco. Flood or no flood. So Irene wake up, there is such a thing as serving smart. Your Adun is smart by makin you feel he worked very hard. Barisan also could have solved your flood problem and without you showering all the praises. Maybe in shorter time. No need 6 months

Heaven sake don't think only pakatan govt can do a good job. Even though you hear of corruption in barisan leadership at least they don't brag and they share the loot.

the truth of the matter is that YB WKW has and did fired the "bullet" at an unamed EXCO. Now that the rakyat knows it's local authority problem, YB then tried to exonerate himself by saying it was not sdr NKM he meant. (perhaps he was directed to issue this "clarification statement" by him because for we all know sdr NKM and dato' NKH were and are his "BOSSES").
By highlighting this illegal telco towers problem YB is merely trying to give the impression that he has done his best. However his best was not good enough, therefore he is not to be blamed for being not able to solve the illegal telco tower problem.
This is not the right way to serve. Take a lesson from BEnd, if it is illegal structure, get the local authority to demolish it. If the local authority refuses to, then get sdr NKM to direct local authority to do it, after all both dato' NKH and sdr NKM claimed that PKT is still the legitimate and lawful government of perak.
on issue of YB unable to table the supplementary bill in april 2009 after the political turmoil, i find it unacceptable. YB is still an ADUN, and the state still need to sit in april/may. It matters not if the government of the day is PKT or BEnd, your duty as as ADUN continues. Don't tell me your duty as ADUN ended like BEnd after 3 frogs jumped !!!! If that is the case why are you still being paid with your allowances.

Lesson learned? Look at yourself in the mirror first before you blame other people for being ineffective.
As can see that there are so many issues remained unresolved in your kawasan but yet you just highlighted one.... the illegal telco towers.
You definitely owed your kawasan people some explanations on why you cannot resolve major issues, i.e. street lights, floodings, uncollected garbages etc which are affecting people's daily livelihoods....
Please stop passing the buck and act now to resolve those more acute issues face by the people of Canning Garden

ReplyDeleteIf you care to look at the original post, YB has said the culprit is one of the leader of PKT, however YB fall short of actually naming the leader.
YB everyone knows that sdr Nga and Ngeh held many many portfolios and unless YB clarify or identify the culprit the public will mistakenly think it is either sdr Nga or Ngeh.
Sdr LGE advocates CAT government. I am sure YB agree with him. So YB be transparent and accountable. Further I am sure YB do not want to drag both great leaders of DAP into disrepute by your failure to name the culprit.
I'm wholly confident that YB got balls. So YB show DAP supporter that you are a man of principles and accept the challenge by the DAP supporter.
So YB, name the EXCO concerned.
Otherwise, public will perceived YB not merely as ball suckers but also ball carriers and polishers.
